Level TH-3 appears to be a large data center that extends for hundreds of meters. Due to insufficient power, most of the electrical systems within the level are nonfunctional, leaving the level in darkness.
Level TH-3 is crowded with electronic devices, which consist of different types of storage devices, mounted on racks arranged in a maze. Wanderers often settle inside the level rather than are attempting to exit, as the level's complex layout makes wanderers get lost and unable to find the exit.
The internal resources serve as a major contributor to the economy. Electronic components within the level have immense value outside. The wires can be stripped and sold in form of copper, and their quantity seems nearly infinite—like a coal mine waiting for drilling.
But the price for these resources is also high. Due to excessive resource drilling, many areas of the level have damaged. Electricity routed to the racks frequently causes shocks and short circuits, causing fires and toxic smoke as a result.
In contrast to the vast amount of electronic resources available, food and water are scarce within the level. Half-full water bottles and packaged food scattered throughout the level, but most of them are close to spoiling, causing many bases here to often trade food.
The temperature of Level TH-3 is sweltering, generally ranging from 30°C to 35°C. Wanderers often cultivate Leafless Ices as a source of food and water, and for regulate the temperature to something more habitable. Sometimes, when left unattended, these entities will grow until they become massive ice forests.
Addendum: In 2015, a violent clash broke out between the Pineland Colony and the Association of Conspiring Traders. Firesalt and various weapons of mass destruction were used, multiplying the already severe damage within the level. If such conflicts were to continue, it would be difficult to predict how much longer the level could endure.
Update 12/5/2016: Further studies have shown that Level TH-3 was one of the few birthplaces of Rainbowling, entities that have long served as the light for the Backrooms settlers. The current state of the level, along with drastically-reduced population of this entity suggests that their birthplace on Level TH-3 has been irreparably destroyed.

B.C.G. - Base Archive (Backrooms Conversation Group)
- One of their earliest missions was archiving data of various entities to provide public knowledge. This base was therefore established to serve as a database capable of supporting that mission.
- The base has around 100 members. Their duty is recording information and updating on new findings. They also have measures to monitor for dangers.
- Received abundant assistance from the Association of Conspiring Traders in terms of supplies, security, personnel, costs, etc.
- Open to trading food supplies.
- Offers shelter and assistance to passing wanderers.
A.C.T. - Marigold's Storehouse (Association of Conspiring Traders)
- An Association of Conspiring Traders's storehouse, intended to harvest resources from Level TH-3 before exporting to other group’s colonies. The base uses Rainbowlings in jars as a light source due to resource and time constraints.
- Some of the resources may be held here for future trading between groups or wanderers.
- There are around 60 members, and they will rotate shifts with other outposts.
- Only open to trading weapons and long-lasting food supplies. The items that are already abundant in their stock are not accepted.
- Frequently raided by the Pineland Colony, though most raids are successfully repelled.
P.L.C. - Camp Ivy (Pineland Colony)
- A colony of the Pineland Colony with unknown coordinates.
- The number of members is unknown, but they are all bandits.
- Hostile and not open to trade.
- Believed to have been established to harvest resources.
- Frequently raided the Marigold's Storehouse.

Entrances
- Passing through "STAFF ONLY" doors in Level TH-2 will lead directly to this level.
- Elevator in Level TH-15 may malfunction and open into this level.
Exits
- At the edges of the level, the environment gradually transitions into Level TH-5. The ceiling will opens up to reveal the dusk sky.
- Racks that emitting bright red light can teleport anyone who touches them to Level TH-12.
