No-clipping is a big part of how the citizens of the Backrooms traverse places. In fact, it's the main one. I have formed some hypothetical scenarios and theories about this 'phenomenon'. Hopefully, it will make sense when I explain it.
or at least try to.

SCENARIO 1: Cancelled out.
Let's say that the 'no-clipping' here applies to video game logic, like how Half-Life 2, Garry's Mod, and the Source Engine handle no-clipping. Just simply phasing through the walls, ceiling, and floors. Now, if a person were to no-clip like this (without the flying part), it would be an avid way to explain no-clipping. Now, here's where the hypothetical stuff comes in. What if someone, by bad luck, force, or some other unexplainable force of nature, were to no-clip into the floor, but not be able to leave the "space between rooms"? (or whatever the in-between spots are called) I think it would be a personal hell to endure.
THEORY 1: If one person were to get stuck in a no-clip described up above, could they see the assortment of levels stretch out for miles upon miles on end? Endlessly in all directions?
(this is subjective and you can have your own opinions on this.)

"SCENARIO" 2: Magnetic 'tear'.
Now, let's switch up the rules of no-clipping, and look at good ol' Robert Goerman's Phenomenon page on this.
"The original term for no-clipping is teleportation, which is defined as travel between two locations without crossing the physical space between them." This fits well with what defines as a 'no-clip'. However, what I want to pay attention to is the section "Frontrooms Mega-clipping" since I don't think anyone really thinks much about this.
"…the USS Eldridge…was involved in a bizarre Navy experiment to make warships invisible to radar. Special generators were designed and installed to power a new kind of magnetic field. Switches were thrown, and the destroyer escort just vanished into thin air!"
First off, I like how Robert translated the hoax of "cloaking device experiment" into no-clipping of some sort.
I digress. The 'experiment' aspect of how the ship no-clipped is very fascinating to me because it does provide us (?) with I another way of how to no-clip: magnetic generators and fields.
You can see where I'm going with this.
THEORY 2: If a machine were to produce a high enough voltage for several magnetic fields to be created (possibly with enough Gauss), could we possibly open a sort of 'portal' to the Backrooms and back?
(again, this is just subjective, and you are free to disagree if you want.)

Robert Goerman's version of things intentionally left open a lot of possibilities, with room for almost all interpretations of no-clipping to be possible in some way. With the whole magnetic tear theory, I personally like that idea. By altering the magnetic or electrical fields in an area strongly enough, you can theoretically create a tear, as you suggested. Since changes to electric fields change magnetic fields, and vice versa, you can change either. Large voltage is just one way to do this. Magnets is another such possibility. Bending the magnetic field and putting strain on it may have some interesting results.

I don't know if you picked up on this, but the other ship, the USS Cyclops, also went through something similar, or at least, that was the implication.

"Start with a large amount of steel displacing seawater. The hull of a large ship will suffice. Increase the ambient voltage with a violent thunderstorm. Now place this scenario in the Bermuda Triangle. In March of 1918, the largest ship in the United States Navy, the USS Cyclops, with a length of 542 feet (165 meters) and beam of 65 feet (20 meters), vanished without a trace or an SOS…"

The call to attention to steel and ambient voltage imply this, since normally, you'd just say a ship encountered a great storm, not focus on the metal of it and the fact that it filled the air with ambient electricity. This suggests the electric field was greatly altered by the storm.

This of course is just one theory, but given that there are several examples that imply this is somehow responsible, and it even being how Kane Pixel's version of travel to the Backrooms works (The KV31 Magnetic Distortion System), there is a good argument for making that a major theory for the cause of no-clipping. Perhaps places that are normal no-clipping spots have strange magnetic or electric fields (The Bermuda triangle might be one such strange place within the Frontrooms, given its mysterious history of disappearances). And weird "errors" in no-clipping could be the result of abnormal magnetism or ambient voltage. This would explain erratic no-clips, as well as some kinds of NO!-clipping.

Now, some people are said to be able to induce no-clipping, and even control it to a degree. This doesn't inherently contradict this theory. Magnetism is one of the four fundamental forces of nature (as modern day physicists understand it). The spaces in the Backrooms are very unstable, so it could be that causing strain on that space could affect the fields it has in some way. Perhaps you could even create new no-clipping locations, if you are truly able to create such fields where none previously existed.

And who says these fields can't cancel each other out in some circumstances, explaining theory 1 as part of theory 2? If they are just as heavily intertwined as time and space to the point where changes in one affects the other directly, then it is entirely possible that if you can cancel out one somehow, you cancel out both, resulting in an unusual "tear", possibly allowing for more controlled travel. I'm not super familiar with the minutia of electric and magnetic fields (just basic behaviors and interactions), so perhaps someone who knows physics better can back this up with even more evidence.
