This was supposed to come out a couple weeks ago, but I got a little sidetracked.
This article is my take on Object 99. Object 99 is pretty old, and I think a lot of people who write for the U.E.C. don't really consider it canon to what they write, so Rosevolt's experiments can be interpreted either as simply a reimagining of the concept or a direct in-universe precursor to it, depending on how you want to view it.
Also, some of the files here use the .isle and .uisle file extensions, which are things I made up, so I figure I'll explain them here. Isle files (.isle) are a type of file created by E. Isle for use in the Database (as in, the Database that has all the level/entity/object articles). It's designed to be easy for wanderers to edit without having to learn a complicated markup language. It uses markup similar to Wikidot's markup. Unbound Isle files (.uisle) are based on .isle files and are used by the U.E.C. The main difference between the two is that .uisle files allow for easy encryption, which .isle files don't offer, so like, you can make a .uisle file that will can only be un-encrypted on certain U.E.C. terminals.
Also, the number of this level, 799, was taken from its relationship with Object 99, and the fact I just thought the vibe of the number "7" was fitting.
