This is… mediocre. Not bad, don't get me wrong, the 'what if' here is satisfactory and I like the use of quarantine tactics and all that, but… it's not all that well written. The dialogue is poor in some areas, the characters lack emotion and it's hard to feel for them, and throughout it all, I felt a bit bored. There's not much action in this, not much suspense, and when there is, it's done unsatisfactorily.

I'm going to downvote this for now. This could be way better with some critique.
