When a work is on-site, you are not entitled to give critique in the first place.

What does this even mean? Why am I not 'entitled' to give critique to a page that's on-site? Being on-site does not guarantee that the work is perfect. I'm very puzzled about this sentence.

It simply means you aren't obligated to critique the page, especially since it's already on-site anyway. Like the rest of the paragraph states; if you want to, be our guest. Just know you aren't required to and, unless specified otherwise, you aren't being asked to.
